Rural construction Action Plan: Implementing digital rural construction and development project

Beijing, May 23 (Xinhua) -- The General Offices of the COMMUNIST Party of China Central Committee and The State Council recently issued a rural construction action plan, and issued a notice, requiring all regions and departments to earnestly implement it in light of actual conditions.


The main contents of the Rural Construction Action Implementation Plan are as follows.


Rural construction is an important task of implementing the rural revitalization strategy and an important part of the country's modernization drive. Since the 18th NATIONAL Congress of the CPC, all regions and departments have earnestly implemented the decisions and plans of the CPC Central Committee and The State Council, prioritized the development of public infrastructure in rural areas, and continued to improve working and living conditions in rural areas, resulting in great changes in rural areas. At the same time, China's rural infrastructure and public service system are still not sound, and there are still some major weaknesses and weak links in some areas, which fall short of the growing needs of rural residents for a better life. In order to promote the rural construction and further improve the level of livable and suitable work in rural areas, this program is formulated.


I. General requirements


(1) Guiding ideology. New era in jinping the ideas of socialism with Chinese characteristics as a guide, adhere to the priority to the development of agriculture and rural areas, the rural construction of important position, on the socialist modernization construction, comply with the peasant masses yearning for a better life, in general, basic and out, with emphasis on the construction of the people's livelihood, to strengthen the planning guide, as a whole resources, mobilize all forces, We will strengthen infrastructure and public services in rural areas, and establish a bottom-up implementation mechanism for villagers' self-governance and farmers' participation. We will do our best and do what we can.


(2) Working principles


-- Respecting the rules and playing steadily. In accordance with the law of rural development, reasonable arrangement of village construction time sequence, keep enough historical patience, long for the work, leisurely construction. We should uphold the right concept of performance, ensure and improve people's wellbeing on the basis of sustainable financial resources and affordable development for rural residents, prevent excessive financing, demolition and construction, and development beyond the stage of development, and hold firmly to the bottom line of preventing and defusing debt risks.


-- Tailored to local conditions and guided by classification. Rural construction should be compatible with the local economic development level, stay in harmony with the local culture and local conditions and customs, in combination with the practical need of peasants, clear objectives task partition classification, reasonable configuration of public infrastructure and basic public service standard, don't make quick time, "one size fits all", avoid the "hollow village" invalid input, wasteful.


-- Paying attention to protection and displaying unique features. Inherit and protect traditional village dwellings and excellent local culture, highlight regional and rural characteristics, retain rural features with local characteristics and local flavor, prevent mechanical copying of urban construction mode, and create a modern version of "Fuchun Mountain Dwelling Map" with its own characteristics.


-- Government guidance and participation of farmers. We will give full play to the role of the government in planning guidance, policy support, and organizational support. We will continue to pursue development for the benefit of farmers, respect their wishes, and protect their material interests and democratic rights. We will rely on them extensively, guide them through education, and encourage them through organizational support.


-- Both construction and management, long-term operation. We will adhere to the principle of building mechanisms first and projects later, coordinate the development, management and conservation of rural public infrastructure, improve the long-term mechanism that combines construction, management and utilization, ensure the long-term and stable performance of rural development projects, and prevent reconstruction projects from being lightly managed or lightly used.


-- Resource conservation and green construction. We should adopt a green and low-carbon approach, promote the intensive, economical and recycling of resources, promote green planning, green design and green construction, and integrate rural development with the natural ecological environment.


(3) Action objectives. By 2025, substantive progress will be made in rural development, the living environment in rural areas will continue to improve, public infrastructure in rural areas will be extended to villages and households, basic public services in rural areas will be steadily improved, cultural and ethical progress in rural areas will be significantly strengthened, and farmers' sense of gain, happiness and security will be further enhanced.


Key tasks


4. Strengthening management of rural planning and development Adhere to the county planning and construction of a chess game, clear village layout classification, refine classification standards. We will appropriately demarcate the boundaries of various types of space for spatial control, optimize the layout of rural living Spaces, define the scope of rural development planning in light of local conditions, strictly protect the space for agricultural production and rural ecology, and ensure that the red line for farmland covering an area of 1.8 billion hectares is kept. It is strictly forbidden to demolish and merge villages at will to build larger communities or demolish and build large buildings against the will of farmers. We will actively and orderly advance the formulation of village planning. We will give full play to the guiding and restraining role of village planning to ensure that all construction projects are carried out in accordance with regulations and in an orderly manner. We will establish a village planning and formulation mechanism under which the government organizes and leads, villagers play a major role, and professionals provide technical guidance, so as to jointly build, govern, and share a better homeland.


5. Implementing a project to smooth rural roads. We will continue to carry out demonstrations to build "four good rural roads," and encourage more rural road construction projects to reach villages and households. At the county level, we will speed up the construction of convenient and efficient backbone rural roads, promote the construction of fast backbone rural roads from towns to the outside, strengthen the construction of industrial roads, tourism roads and resource roads in rural areas, and promote the in-depth integrated development of rural roads and rural industries. We will promote the construction of hardened roads for natural villages (groups) with a large population, and orderly promote the renovation of two-lane roads for administrative villages, the widening of narrow roadbed and road surface, or the construction of staggered lanes. We will strengthen links between roads connecting villages and roads within villages, make overall plans for and implement construction of sections of rural roads that run through villages, and take into account the functions of main roads within villages. We will actively promote the extension of bus routes in regional cities where conditions permit to key towns and villages in neighboring areas, and carry out orderly transformation of bus routes into regular buses. We will launch demonstrations to integrate urban and rural transportation. We will strengthen the investigation and control of potential safety hazards in rural roads and Bridges, roads facing water and cliffs, and sections filled with cut slopes. We will further promote the rural road safety and life protection project. We will strengthen oversight of rural passenger transport safety. Strengthen the construction and management of fire lanes, and promote the construction of fire isolation belts and emergency roads in forest and pastoral areas.


6. Strengthening flood control and drought relief and ensuring water supply in rural areas We will strengthen the construction of infrastructure for flood control and drought relief, guard against risks such as the collapse of reservoirs, floods of small and medium-sized rivers and mountain torches, give full play to the role of key water conservancy projects in preventing and mitigating natural disasters, and improve the system of water source projects to combat drought. We will make steady progress in transforming rural drinking water safety into rural water supply. We will strengthen water source protection and quality assurance, move forward with designating protection zones or areas for drinking water sources of more than 1,000 people, improve purification and disinfection facilities and equipment for rural water supply projects of more than 1,000 people, and improve the water quality monitoring system. We will build large-scale water supply projects and standardize small water supply projects, and upgrade a number of old water supply projects and pipe networks. In areas where conditions permit, water supply can be extended from urban pipe networks to surrounding villages, and water supply to households can be promoted in accordance with local conditions, and the construction of fire control water intake facilities can be carried out simultaneously. In accordance with the principle of "compensation for costs and fair burden", we will improve the mechanism for setting reasonable water prices for rural centralized water supply projects.


7. Implementing clean energy projects in rural areas. We will consolidate and improve rural power supply, advance the construction of urban and rural distribution networks, and improve the power supply capability of remote areas. We will develop solar, wind, hydro, geothermal, biomass and other clean energy sources, and explore the development of distributed, low-carbon and comprehensive energy networks that complement each other in areas where conditions are appropriate. In accordance with the requirements of establishing power first and then breaking it down, making it affordable to farmers, and ensuring sustainable development, we will steadily and orderly promote clean heating in rural areas in the north, strengthen the clean use of coal, promote the replacement of bulk coal, and gradually increase the proportion of clean energy in rural heating energy.


(8) Implementing the construction project of cold chain logistics facilities for storing and keeping fresh agricultural products. We will speed up the development of cold chain logistics facilities for storing and keeping fresh agricultural products, and promote low-temperature treatment of fresh agricultural products and post-partum loss reduction. Relying on family farms, farmers' cooperatives and other agricultural business entities, we will develop refrigerated preservation facilities for producing areas, and build ventilated storage, mechanical cold storage, air-controlled storage, pre-cooling and supporting facilities and equipment for refrigerated preservation of agricultural products. Improve the layout and construction of national backbone cold chain logistics bases and integrate and optimize the stock cold chain logistics resources for the advantageous agricultural production areas, important distribution centers and major sales areas. Centering on the distribution and distribution of agricultural products in serving producing areas and improving the cold chain logistics network in selling areas, promote the construction of cold chain distribution centers for production and marketing, strengthen functional docking and business connectivity with national backbone cold chain logistics bases, and build an efficient cold chain logistics channel network connecting the production and marketing of agricultural products. We will improve wholesale markets of producing areas for agricultural products. We will carry out a campaign to develop county businesses, improve the rural commercial system, upgrade county seat chain supermarkets and logistics distribution centers, support towns and townships where conditions permit in building business centers, develop new types of convenience stores in rural areas, and expand the coverage of rural e-commerce. We will improve the three-level logistics and distribution system at county and rural levels, guide the use of existing facilities in villages, build comprehensive village-level delivery and logistics service stations, and develop specialized delivery and delivery services for agricultural products. We will promote the promotion of rural logistics service brands, deepen the integrated development of transport and postal and express delivery services, and improve the efficiency of rural logistics distribution.


9. Implementing the Digital Rural Development Project. We will deepen the integration of digital technology into rural production and life, and continue to carry out trials in digital rural areas. We will strengthen the development of information infrastructure in rural areas, deepen the coverage of fiber-optic networks, mobile communications networks, digital television and next-generation Internet in rural areas, and further improve the quality and coverage of rural communications networks. We will accelerate the development of space-based facilities such as remote sensing satellites for agriculture and rural areas. We will establish a big data system for agriculture and rural areas, and promote big data development in the whole industrial chain of important agricultural products. We will develop smart agriculture, carry out the "Internet Plus" project to move agricultural products out of villages and into cities, and launch the "Digital business initiative" to develop agriculture. We will build a weather platform for smart agriculture. Promote the digital management of rural management services, promote the digital management of rural collective economy, collective assets and rural property rights transfer and transaction. We will extend "Internet Plus" services to rural areas, facilitate online handling of agricult-related matters, and speed up information sharing on disaster monitoring and early warning between urban and rural areas. Further implementation of the "Snow Bright Project". We will deepen the promotion of rural toponym information services.


(10) Implementing projects to upgrade village-level comprehensive service facilities. We will promote "one-stop" services for the convenience of the people, integrate existing facilities and venues, improve comprehensive service stations at the village level, and support party affairs services, basic public services, and public utilities to be handled locally or online. We will strengthen the construction of village-level comprehensive service facilities and further increase the coverage of village-level comprehensive service facilities. We will strengthen the development of fitness facilities in rural areas. We will promote the integrated planning and construction of public lighting facilities, roads and public places in villages, and strengthen the construction of street lamps on main roads in administrative villages. We will accelerate efforts to improve the emergency broadcasting system at the community level in old revolutionary base areas, ethnic minority areas, border areas and less-developed areas. We will build emergency shelters in rural areas in light of local conditions, and build and upgrade rural public service facilities for barrier-free access.


(11) Implementing the project to improve the quality and safety of rural housing. We will promote the renovation of dilapidated houses for low-income rural groups and other key targets and the earthquake-resistant renovation of rural houses in areas with high seismic intensity, and gradually establish and improve a long-term mechanism for ensuring housing safety for low-income rural groups. We will strengthen comprehensive control of geological disasters surrounding rural housing. We will carry out thorough investigation and rectification of potential safety hazards in rural houses, focusing on self-built houses used for business operation, and renovate those houses found to have potential safety hazards. New agricultural houses should avoid areas prone to natural disasters, conform to the terrain and geomorphology, do not cut slopes to fill and discard slag, do not dig mountains to fill lakes, do not destroy water systems, do not cut down old trees, and form a natural, compact and orderly rural housing community. Agricultural housing construction should meet the requirements of quality safety and seismic fortification, and promote the installation of plumbing, kitchen and bathroom facilities. Promote new safe and reliable construction methods such as prefabricated steel structure and wood and bamboo structure in light of local conditions. With the construction of rural housing and supporting facilities as the main task, we will improve the management system for rural construction projects, establish integrated management systems and mechanisms covering land use, planning, construction and use at the provincial level, and fulfill safety supervision responsibilities in accordance with the requirement of "who examines and supervises". We will build a comprehensive information management platform for rural housing and improve technical standards and norms for rural housing construction. We will strengthen the protection and utilization of famous historical and cultural towns, villages, and traditional dwellings, and improve the ability to prevent fire, earthquake, and collapse. We will protect ethnic villages, local dwellings, cultural relics, agricultural relics and folk customs.


12. Implementing a five-year campaign to improve the rural living environment We will promote the toilet revolution in rural areas, speed up research and development of technologies and products suitable for sanitary toilets in areas with drought and cold conditions, select the technological mode of toilet renovation in light of local conditions, guide the renovation of household toilets to basically enter the hospital, make rational planning and layout of public toilets, and steadily increase the popularity of sanitary toilets. We will coordinate the renovation of latrines and the treatment of domestic sewage and black and odorous water bodies in rural areas, build sewage treatment facilities in light of local conditions, and basically eliminate large areas of black and odorous water bodies in rural areas. We will improve the system for the collection, transportation and disposal of rural household waste, improve facilities and services at the county and rural levels, promote the sorting and reduction of rural household waste and the treatment and utilization of resources, and build a number of regional facilities for the comprehensive treatment and utilization of rural organic waste. We will strengthen road construction, build a basic network connecting villages and households, and steadily solve the problems of muddy roads, inconvenience and insecurity for villagers. We will comprehensively clean up the disorderly construction and piling of private buildings, renovate the dilapidated walls, strengthen the maintenance and sorting of rural power lines, communications lines and radio and television lines, and renovate rural outdoor advertising. We will afforestation barren mountains, wastelands and beaches in light of local conditions, strengthen the construction and restoration of shelterbelts in farmland and pastures, guide and encourage farmers to afforestation and beautify their courtyards and villages, and develop small and micro parks and public green Spaces in villages. We will carry out trials to connect water systems and build beautiful villages. We will strengthen the guidance of rural appearance and formulate guidelines for improving village appearance.


13. We launched a campaign to improve basic public services in rural areas. We will give full play to the role of supporting the integrated development of urban and rural areas within counties, strengthen the function of county towns in providing comprehensive services, push down the focus of services and lower resources, and improve the accessibility and convenience of public services for rural residents by adopting fixed facilities and mobile services. We will give priority to planning for and continuously improving basic conditions for rural compulsory education schools, and support the building of a community of urban and rural schools. We will increase the supply of inclusive pre-school education resources in rural areas through multiple channels. We will consolidate and raise the level of universal access to senior secondary education, develop vocational education related to agriculture and rural areas, build bases for integrating industry and education, and build, renovate, or expand secondary vocational schools. We will strengthen the basic capacity building of rural vocational schools and further promote the development of continuing education in rural areas. We will reform and improve the rural medical and health care system, move faster to shore up weak links in public health services, and improve community-level public health facilities. We will support the establishment of a compact county medical community. We will strengthen the construction of facilities such as fever clinics or consulting rooms in township hospitals, and select and build a number of central hospitals. We will continue to improve the standardization of village clinics and health management, and promote the development of a village-level medical disease control network. We will ensure the treatment of rural doctors, ensure reasonable incomes, and improve policies on training and use of rural doctors and old-age security. We will improve service facilities for the elderly and the disabled, support rural areas where conditions permit in establishing institutions for the elderly and the disabled, build facilities for the elderly and the protection of minors, and foster regional service centers for the elderly and the disabled. We will develop rural happiness homes and other mutual-aid elderly care, and support health centers in using existing resources to provide rural nursing and care services for severely disabled people. We will promote the development and management of public funeral service facilities in rural areas. We will carry out demonstration projects to integrate county and rural public services.


14. Strengthening rural community-level organizations. We will intensify Party building to promote rural revitalization, and give full play to the leading role of community-level Party organizations in rural areas and the exemplary role of party members. We will carry out training on rural revitalization. Select and distribute the leading bodies of towns and townships, especially the official positions of the Party and government. We will strengthen the work force in towns and townships. We will continue to improve the "two committees" of the villages, especially their leaders, and promote their work and entrepreneurship in the process of comprehensively promoting rural revitalization. We will send and make good use of the first secretaries and task forces stationed in villages, improve the mechanism for regular work in villages, and ensure that all villages that have been lifted out of poverty, relocated or resettled villages (communities) for poor people from inhospitable areas, villages with heavy tasks of rural revitalization, and villages with weak and lax PARTY organizations are covered. We will encourage Party organizations at all levels to train and train officials in a planned way through their work in villages. We will increase efforts to recruit party members among young farmers, especially those skilled in getting rich and rural migrant workers and businessmen. We will strengthen county-level party committees' overall planning and township and village Party organizations' guidance to promote the development of Zhuang
